Critics also said the budget failed to reach out to the those in need.

The Democratic Party and the pro-government Federation of Trade Unions both said the grass-roots and working class can't really benefit much from this year's sweetener package.

Both of them had earlier called for cash handouts to be given, which Financial Secretary Paul Chan ignored.

The FTU's Alice Mak said the government should reconsider their suggestion.

The two parties also expressed disappointment that the budget doesn't provide new insights into how to tackle the housing issue.

Civic Party leader Alvin Yeung said on the surface of it, the budget looks quite "fancy", but not enough money has been set aside for older people and community care.
