Customs officers said on Monday they had arrested eight people for allegedly selling illicit set-top TV boxes that allow people to watch paid channels for free.
More than 350 of the gadgets were also confiscated from four shops in Sham Shui Po and Wan Chai.
Seven men and one woman aged between 18 and 45 were arrested.
Customs group head of intellectual property investigation, Guy Fong, said they had been stepping up enforcement action in the run up to the football World Cup.
"So far, for the 2018 World Cup we did not see any trend of an increase but from the experience of 2014 we did see that there are more and more illicit TV boxes being marketed in the hotspots for this equipment," Fong said.
He warned that people using the black market TV boxes could also find themselves in trouble.
"If you can watch paid content for free, you may either incur criminal liability or at least civil liability."
