Democratic Party lawmaker Lam Cheuk-ting says he'll propose a new penalty mechanism for the MTR that closely matches the severity of any rail service breakdown.
Lam will raise the proposal at Legco's transport panel meeting on Friday. He wants fines pegged to the number of stations affected and the length of any service disruption.
Last October, there was commuter chaos across the MTR network after a signalling problem caused six hours of delays.
Lam said the current mechanism was flawed, as it only took into account the longest delay of one train service.
