Civic Passion lawmaker Cheng Chung-tai said on Wednesday that he's confident the pro-democracy camp will help him keep his seat in the legislature, by voting against a censure move against him.
Pro-government lawmakers plan to censure Cheng after an investigation committee found he had breached his oath of office by turning small replica SAR and national flags upside down at the council in October 2016.
Four opposition lawmakers were disqualified last year from the Legco over oath-taking violations.
The seven members of the panel – all of them pro-government legislators – agreed that Cheng's behaviour had been unacceptable.
But Cheng said he doesn't think his flag-flipping was immoral and said it would not have upset the "people standing on our side".
The Civic Party said it will not support a planned censure motion to remove Cheng, which requires the backing of two-thirds of all councillors for it to pass.
"It should be the voters who [have] the right to disqualify any legislator in any election," party leader Alvin Yeung said.
But the investigation committee's chairwoman, Priscilla Leung of the Business and Professionals Alliance, condemned Cheng, accusing him of being disrespectful to the SAR and the mainland with his antics.
Leung said she would try to table the censure motion at the full council meeting on May 9.
