The death toll from a flash flood that hit Shenzhen on Thursday night has risen to 11 after researchers recovered the body of the last missing man.
The victims were among 25 workers who were dredging underground waterways in Luohu and Futian districts when they were hit and washed away by a deluge brought on by a sudden heavy downpour.
Shenzhen authorities say the company responsible for cleaning the waterways had not responded promptly to weather warnings, and failed to evacuate its staff on time.
