Shanghai on Monday recorded another 425 symptomatic Covid infections and 8,581 new asymptomatic cases.
While the number of symptomatic cases fell compared with the 438 reported on Sunday, asymptomatic infections were up from 7,788.
Vice Premier Sun Chunlan was in Shanghai to inspect anti-epidemic work.
She was quoted by broadcaster CCTV as saying that while the city has to stick to the dynamic clearance policy, it is also important to keep things running in a stable manner.
The mainland as a whole saw 11,771 new local asymptomatic infections and 1,366 symptomatic cases, nearly two thirds of which were in Jilin province.
Guangdong province reported five symptomatic infections and nine asymptomatic cases.
